Question:

Is applying makeup Haraam? I am not talking about the make up which comes in different colours but the colour which blends with skin colour and the black eye liner to eyes? Is it compulsory to cover our faces when we apply such kind of make up?

Answer:

In the Name of Allah, the Most Gracious, the Most Merciful.

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.

It is permissible for women to apply makeup and eye liner as long as there is no impurity (najasat) in it and it does not prevent wudu and ghusl from being valid.[1]

It is compulsory for women to cover their faces in front of ghair maharim whether they have applied makeup or they did not apply it.[2]
